Yes, this can be done, by going to the child's Profile, unselecting the "Is Active" checkbox, in the General section, and saving.
Once this has been completed, a yellow "Wait List" button will show at the bottom of the Details section of that child's profile. If you select this button, the child will be added to the Wait list.
